Salary vs soft benefits

Given the record numbers of people within employment; (figures released by the Office for National Statistics reveal the number  of people in work remains at a record high of 32.7m), I was surprised to read that over half of employees are feeling unhappy within their current role and that salary is still considered the biggest motivator.Shouldn’t employers be doing more to retain top talent?
